Valtti card is an electronic ID that complies with the Occupational Safety and Health Act and also serves as an access pass to a building site or a shipyard area. Each Valtti card contains all the information that is required by the Occupational Safety and Health Act: the holder’s photograph, name, tax number, and employer details.

According to the Occupational Safety and Health Act, workers on construction sites and dockyards must have an ID card with their name, photo, tax number and employer details.
The card is a versatile ID card for construction sites, as in addition to the ID card, it is used for access control and to verify professional qualifications. It can be used in our partners' access control systems, and easily retrieves contractors' details electronically from the Worker Management Service. This will streamline the reporting of employee data to the tax authorities under the Construction Information Obligation. In addition, the card can be linked to worker-specific qualifications from the Valtti+ service.

This is how you order Valtti cards
Valtti cards can be ordered from our Card service. The easiest way to place an order is by using a computer.
When you are ordering your first Valtti card:
- Register yourself or your employees with the Tax Administration’s public tax number register, in which all persons working at a building site or a shipyard in Finland must be included.
- Next, create a company account for your company, if you do not have one yet.
- On the company account, go to the Employee Management service and add the details of the employees for whom you wish to order Valtti cards.
- Once the details have been saved, their status will be Waiting for inspection until it has been verified that the person is included in the public tax number register. The service will inspect this automatically for you in real time.
- Wait until the status of the person turns to Reported. After this, you can proceed to the actual ordering of the Valtti cards in the Card service.

Manage Valtti card orders
Once you have added the information of your employees into the Employee Management service, you can order photographic Valtti cards for them by using the Card service. You can be certain that the name and tax number information found on the card is correct, because these have been verified previously in Employee Management.
Valtti cards meet the statutory requirements of a photographic ID to be used at building sites and shipyard areas.
In addition to ordering new cards, you can also:
- To close expired or unnecessary Valtti cards.
- To inspect, manage, and monitor the card orders made in the past year.
- To retrieve PDF copies of the ordered cards whilst waiting for the arrival of the ordered Valtti card.
- To send authentication requests to your employees in order for them to verify their Valtti cards.
Manage your prepaid card orders in the card service.
Once you've added your employees' details to Employee Management, you can order them a photo voucher from the Card Service. You can be confident that the name and tax number on the card are correct, as these have been automatically checked in the Employee Manager in the past.
The vouchers meet the legal requirements for photo ID on construction and shipbuilding sites.

Ordering your first card
Register yourself or your employees in the Tax Administration's public tax number register, to which a person working on a construction site and/or shipyard in Finland must belong.

Create a business account
Then create a business account for your company if you don't already have one.

Employee management
In your company account, go to Employee Management and add the details of the employees for whom you want to order vouchers.

Wait until the person's status changes
After saving, the data will first go into the Unchecked state until the person's membership of the public tax number register has been verified. The check is done automatically in real time.

Review, manage and track your orders over the past year

Close outdated and unnecessary cards

PDF copies
You can retrieve PDF copies of the cards you have ordered while you wait for the ordered card to arrive.

How to utilise the Valtti card?
As an ID card that also serves as a personal access pass to a building site. Valtti card meets the requirements set for an ID card in the Occupational Safety and Health Act. As part of electronic access control and monitoring solutions. By adding the professional competencies of the employees to the Taito Competence Register, they can be read directly from the Valtti card. Completed ePerehdytys and eKosteus trainings can be read from the Valtti card.
Verifying the Valtti card
By verifying the Valtti card, we improve the card's security and trust to construction sites. Verification of the Valtti card requires the company's account to be verified.Currently we do not offer an electronic authentication method for all nationalities and companies. For this reason, not all Valtti card holders have the possibility to verify their cards.
Ordering
Valtti cards are ordered through the Card service and will be delivered to you by post. Valtti cards can be ordered for employees: Who are included in the tax number register of the construction and/or the shipbuilding sector. Whose details have been added into the Employee Management service, and whose photograph has been added to the Employee Management service.

Do you want to customise the visual look of your Valtti cards?
Valtti cards can be ordered to match the brand of your organisation. The front of the card cannot be customised and does not contain the company’s logo, but the back of the card can be designed by the company. The minimum order volume of group cards is 1,000.
